Doran is the Archon of Pallas, a hired position that reports to the elected council to carry out their rulings.

Doran has held the office about twenty years. Every treaty, tariff, and grant Pallas has made in that time has crossed his desk.

Pallas moves by precedent and procedure, and people who deal with Pallas say Doran knows the procedure better than anyone. A matter he takes up moves through the bureaucracy in a season while other matters could wait years.

Any city on the sea that wants something from Pallas learns Doran's name first.
